The certificate of habitability or certificate of accommodation suitability, is a document attesting to the compliance with sanitary and hygiene requirements of a dwelling, according to technical parameters required by the Ministry of Health Decree of July 5, 1975, and defines the number of people who can reside inside the accommodation.
The certificate of housing suitability or habitability is one of the documents required to obtain a residence permit for the following reasons: long-term stay residence permit, family cohesion, entry of accompanying family members, subordinate work contract, self-employed work entry, family reunification, and regularization/emergence requests of 2020.
The certificate of housing suitability is issued by the competent municipality within a maximum period of 30 days. It should be noted that this timeframe can be shortened or extended based on the workload of the municipality.
- Copy of residence permit – identity card – tax code
- Copy of your passport and your family member’s passport
- Family certificate or self-certification
- Certificate of widowhood (only if the family member is a widow) – if over 65, an undertaking to take out an insurance policy is required
- Certificate of housing suitability issued by the Municipality where the accommodation is located.
- Documentation attesting to income such as CUD, 730, Modello Unico
- Model S2 if you are a guest or tenant and need to bring a family member
- Copy of registered rental contract or deed of sale of the accommodation
- Model S1 form if you are a guest and need to reunite only your child under 14 years old

In order to request family reunification, the accommodation must meet various requirements. The square meters required for family reunification are as follows:
– 1 inhabitant: 14.00 sqm
– 2 inhabitants: 28 sqm
– 3 inhabitants: 42 sqm
– 4 inhabitants: 56 sqm
– For each additional inhabitant after the fourth: +10 sqm
For studios:
– 1 inhabitant: 28 sqm
– 2 inhabitants: 38 sqm

The application for a residence permit for family reunification is done by filling out and sending the appropriate postal kit (form 209). By law, renewals of residence permits must be requested within a maximum of 60 days from the expiry date. If the permit is requested after this period, the application must be submitted directly to the competent Immigration Office of the Police Headquarters.
